The building at 3031 Norfolk Street was designed by Richmond architect H. Carl Messerschmidt and built in 1935 as a warehouse for the Sanitary Grocery Company. The building is designated as contributing to the Scott's Addition Historic District. This brick structure will be renovated through the Special Use Permit process into a mixed-use building, combining residential and commercial under one roof.

The building will be renovated into 90 apartments ranging in size between 515 – 860 square feet. Some units will be loft-style units. Principles supported by the U.S. Green Building Council will be used in the renovation process, such as the use of eco-conscious materials and local merchants. The building will also take advantage of natural light by featuring numerous skylights. There is also a proposed patio for the enjoyment of tenants.
